VÖEN for Foreigners in Azerbaijan: When You Need One and How to Get It

The VÖEN is one of the first things a foreigner starting a business in Azerbaijan runs into. But it isn’t always you personally who needs it: sometimes the number goes to the company, sometimes to the entrepreneur. Here is when and how it works.

Short answer: VÖEN is the taxpayer identification number assigned on tax registration. If a foreigner sets up an LLC, the company itself receives a VÖEN at state registration — no residence permit is required. A personal VÖEN is needed, for example, to work as a sole proprietor (foreigners use the card issued by the State Migration Service) and for certain types of income.

What is a VÖEN?

VÖEN (vergi ödəyicisinin eyniləşdirmə nömrəsi) is the number the tax authority assigns to a person on registration. It comes with a registration certificate that is sent to the taxpayer’s electronic cabinet. The number identifies a company or entrepreneur in tax returns, electronic invoices, contracts and at the bank. Importantly, taxes in Azerbaijan do not depend on citizenship: Article 3.6 of the Tax Code prohibits setting different tax rates based on an individual’s citizenship or the origin of capital.

When does a foreigner need a VÖEN?

Note that a VÖEN and company registration are a tax status, not grounds for an automatic residence permit. Residence permits are decided by the State Migration Service under its own rules.

How is a VÖEN obtained?

For a company, the VÖEN is assigned as part of state registration. According to the tax service, ordinary electronic registration is completed within 1 day, and electronic registration of an LLC with foreign investment within 2 days.

An individual submits an application with a copy of their identity document. This can be done at ASAN service centres, at taxpayer service centres or online with an enhanced electronic signature such as “Asan imza”. Since 1 January 2026, individuals’ registration applications sent by post are no longer accepted — only in person or electronically (Art. 34.1).

Why does registering on time matter?

  • Failing to apply for registration within the period set by Article 33.4 makes you liable under the Tax Code (Art. 58.2).
  • A VÖEN is needed to issue electronic invoices, open a business account and sign contracts with companies.
  • Your taxpayer status determines your tax regime and reporting — and these are chosen at registration.
  • Registering on time makes the next steps easier: the bank, licences and working with VAT payers.

— SME: Foreigners often confuse the company’s VÖEN with a personal one. Before filing anything, decide who the taxpayer will be — the company or you personally: that determines the tax regime, the reporting and whether you need a residence permit first. Frequently asked questions

Do I need a residence permit to get a VÖEN?
Not for a company: non-residents can establish an LLC with foreign investment. To work as a sole proprietor, the document list for foreigners names the card issued by the State Migration Service — so a residence permit comes first.

How long does it take to get a VÖEN?
A company receives its VÖEN at state registration: electronic registration of an LLC with foreign investment takes no more than 2 days. An individual’s electronic application submitted during working hours is processed the same day.

When does a foreigner become a tax resident of Azerbaijan?
The main test is staying in the country for more than 182 days in a calendar year. There are additional criteria too, so status is best checked individually.

Can I send a VÖEN application by post?
Not since 1 January 2026. Individuals apply in person or electronically.
