How is a representative office registered?
Representative offices and branches of foreign commercial legal entities follow the same procedure — registration with the State Tax Service under the Ministry of Economy within 2 days of submitting a complete package. Representative offices of foreign non-commercial organisations are registered by the Ministry of Justice.
Most documents come from the parent company: a decision to open the office and appoint its head, the office regulations, proof of its own registration (certificate, trade register extract, charter) and a power of attorney for the head. Foreign documents are authenticated with an apostille (for countries party to the 1961 Hague Convention, which Azerbaijan joined in 2005) or by consular legalisation, then translated into Azerbaijani with notarial certification.
