Buying an apartment or a house is one of the most straightforward ways to obtain a residence permit in Azerbaijan. The law provides a direct ground for it — but you need to know the value thresholds and remember that the purchase itself does not create a status.
Short answer: Yes. Property in Azerbaijan worth at least AZN 100,000 is a ground to apply for a temporary residence permit, and at least AZN 200,000 for a permanent one, after at least 2 years of continuous temporary residence. The permit is not automatic: ownership is a ground to apply, and the State Migration Service makes the decision.

The law sets the thresholds in manats; the dollar figures are approximate, at the Central Bank of Azerbaijan’s official rate of USD 1 = AZN 1.70 (October 2026).
How are ownership and value confirmed?
The Migration Service looks at two facts: the property belongs to you, and its value is not below the threshold. Ownership is confirmed by an extract from the state real estate register (or other ownership documents), and the value by a valuation report prepared by a valuer working under Azerbaijani law. That means the value confirmed by the valuation is what counts — and it is worth checking before the deal.
What documents are required?
In general terms, the file for a property-based permit includes:
- the applicant’s passport;
- an extract from the real estate register or another document confirming ownership;
- a property valuation report;
- a medical certificate;
- photographs and proof of payment of the state fee;
- documents confirming your place of residence in Azerbaijan.
Can the property owner’s family get residence permits too?
Yes, on family grounds. Family members of a foreigner who lives in Azerbaijan on a temporary or permanent permit — the spouse, children under 18, adult children unable to work and dependent parents — can apply as family members (Art. 45.1.5). There is no need to buy a separate property for each of them.
When moving to permanent residence, keep one more condition in mind: knowledge of the state language and of basic rights and obligations is tested when the application is reviewed (with exceptions set by law, for example for people under 18 and over 65).
