Azerbaijan is steadily building its non-oil economy, and for entrepreneurs that means clear entry points. Here’s which sectors are growing in 2026 and where the state supports investors.
Short answer: The most promising business areas in Azerbaijan in 2026 are agriculture and agro-processing, logistics along the Middle Corridor, tourism, renewable energy, reconstruction of the liberated territories, and ICT. According to the State Statistical Committee, in January–July 2026 information and communication grew by 10.4% and transport and storage by 7.1%.

Why are logistics and the Middle Corridor a growth point?
The Middle Corridor (the Trans-Caspian International Transport Route) links China and Central Asia with Europe via the Caspian, Azerbaijan, Georgia and Türkiye. The Baku International Sea Trade Port in Alat is designed to handle up to 15 million tonnes of cargo a year, including 100,000 TEU, and sits at the crossroads of the East–West and North–South corridors. Next to it is the Alat Free Economic Zone with its special tax and customs regime — a convenient base for export manufacturing, warehousing and distribution.
What opportunities are there in energy and the liberated territories?
Azerbaijan aims to raise the share of renewables in installed capacity to at least 30% by 2030. The 230 MW Garadagh solar plant has been operating since October 2023; solar plants in Bilasuvar (445 MW) and Neftchala (315 MW) and the 240 MW Khizi–Absheron wind farm are in development, and Jabrayil is taking shape as an energy hub. The Ministry of Energy estimates technical offshore wind potential at 157 GW. For small and medium businesses, this is a niche for contracting, installation, servicing and equipment supply.
Reconstruction of Karabakh and East Zangezur is under way as part of the Great Return programme. A special regime applies to business here: from 1 January 2023, for 10 years, residents of the liberated territories are exempt from profit (income) tax, property and land tax, simplified tax, and VAT on imported raw materials for production, while social insurance contributions are partly subsidised by the state. The Aghdam Industrial Park (190 ha) and the Araz Valley Economic Zone Industrial Park (200 ha) operate here.
Where to look for a niche in agriculture, tourism and ICT?
- Agro-processing and exports: in 2025, tomato exports grew by 18.7% to around 172,900 tonnes; demand for storage, sorting, packaging and processing is growing along with exports.
- Tourism: 2,626,838 arrivals were recorded in 2024 — 26% more than the year before. Niches include regional hotels, food and business tourism, and services.
- ICT: technology park residents are exempt from profit and income tax for 10 years; new tax incentives for startups and their investors are due to take effect from 1 January 2027 (amendments adopted by parliament on 30.09.2026).
- Priority SME sectors: industry, agriculture, information and communication, tourism and transport are on the list approved by Cabinet of Ministers Decision No. 69 of 05.02.2024, with additional support provided for them.
