Azerbaijan Citizenship by Investment: Is It Possible in 2026?

“Azerbaijan citizenship by investment” is one of the most common questions from investors comparing second-passport options. The accurate answer makes planning much easier: in Azerbaijan, investment opens the door to residency, and citizenship is the next, long-term stage.

Short answer: Azerbaijan does not have a citizenship-by-investment programme — the Law on Citizenship does not list investment as a ground for naturalisation. Investment in property, a bank deposit or the economy is a ground to apply for a residence permit. Citizenship comes later: after 5 years of lawful permanent residence, with a legal income and knowledge of Azerbaijani.

Is there a citizenship-by-investment programme in Azerbaijan?

No. The Law on Citizenship of the Republic of Azerbaijan (Article 14) ties naturalisation to residence in the country, not to the size of an investment. The investment thresholds you may have seen in online guides are set in the Migration Code — and they apply to residence permits. That residency-by-investment route is clear and workable in its own right: it lets you live in Azerbaijan, run a business and build up the residence history that naturalisation requires.

The law also allows admission to citizenship without the 5-year requirement for people with high achievements in science, technology, culture or sport, or who are of special interest to Azerbaijan. This is an individual exception, not a programme, and it should not be planned as an investment route.

How does the real path to citizenship work?

Stage Grounds (examples) Key condition
Temporary residence permit Property from AZN 100,000, fixed-term bank deposit from AZN 100,000, investment in the economy from AZN 500,000, family, employment, business Issued for up to 1 year, extended each time for up to 2 years (up to 3 years on the AZN 500,000 investment ground)
Permanent residence permit Property or fixed-term deposit from AZN 200,000, investment from AZN 500,000, close relatives who are Azerbaijani citizens, and others At least 2 years of continuous temporary residence; issued for 5 years
Citizenship Admission under Article 14 of the Law on Citizenship 5 years of lawful permanent residence, legal income, knowledge of the state language

According to the State Migration Service, the period of permanent residence for citizenship is counted from the date the permanent residence permit is issued. In the standard case, therefore, it takes at least 7 years from the first residence permit to a citizenship application.

What are the requirements for naturalisation?

  • Continuous, lawful permanent residence in Azerbaijan for the last 5 years.
  • A legal source of income.
  • An undertaking to comply with the Constitution and laws of the Republic of Azerbaijan.
  • A document confirming knowledge of the state language (Azerbaijani).

Admission to citizenship is decided by the President of the Republic of Azerbaijan; applications are reviewed by the Citizenship Commission under the President. One more point to factor in: Azerbaijani law does not recognise a foreign citizenship held by an Azerbaijani citizen, except as provided by international treaties or in cases resolved under the Constitution.

Where should an investor start?

The practical first step is choosing the temporary residence ground that fits your goals: property, a bank deposit, a business or investment in the economy. Keep in mind that property or a deposit is a ground to apply, not an automatic status — the State Migration Service makes the decision. Knowledge of the state language and of basic rights and obligations is already tested at the permanent residence stage, so starting Azerbaijani early makes the whole route noticeably smoother.

— SME: If citizenship is your goal, plan the route several years ahead. We recommend choosing a residence ground you can maintain without interruption: gaps in residence or losing the ground push the timeline back. And start learning Azerbaijani early — you will need it as soon as you apply for permanent residence.

Frequently asked questions

Can you buy Azerbaijani citizenship?
No. The law does not provide for citizenship in exchange for investment. Investment is a ground for a residence permit, and citizenship is granted on the general terms of Article 14 of the Law on Citizenship.

How many years do I need to live in Azerbaijan before applying for citizenship?
The law requires 5 years of continuous, lawful permanent residence, counted from the date the permanent residence permit is issued. A permanent permit is usually preceded by at least 2 years of temporary residence.

Does buying property in Azerbaijan lead to citizenship?
Not directly. Property worth at least AZN 100,000 is a ground to apply for a temporary residence permit, and from AZN 200,000 for a permanent one (after 2 years of temporary residence). Citizenship is a separate, later stage.

Do I need to speak Azerbaijani?
Yes. Naturalisation requires a document confirming knowledge of the state language, and language knowledge is tested when a permanent residence application is reviewed (with exceptions set by law, for example for people under 18 and over 65).
