Permanent Residence in Azerbaijan: How to Get a Permanent Residence Permit (2026)

A permanent residence permit is the next step for foreigners who already live in Azerbaijan on a temporary permit and see their future here. It brings more stability: a longer term and the right to work without a work permit.

Short answer: Azerbaijan grants permanent residence to foreigners who have lived in the country continuously on a temporary permit for the last 2 years and have a qualifying ground — such as close family ties with a citizen, investment from 500,000 AZN, or property, a term deposit or government securities from 200,000 AZN. The permit is issued for 5 years and is renewable; the State Migration Service decides.

Who can get permanent residence in Azerbaijan?

According to the State Migration Service, a permanent residence permit is issued to foreign nationals and stateless persons who have lived in Azerbaijan continuously for at least the last 2 years on a temporary residence permit and who have one of the grounds set out in the Migration Code.

Besides the ground, other conditions apply. A commission of specialists from the relevant authorities checks the applicant’s knowledge of their rights and duties under Azerbaijani law and of the state language (exceptions apply to certain categories). The application includes a document confirming sufficient means of living. The permanent residence application must be filed at least 3 months before the temporary residence permit expires.

Which grounds and thresholds apply?

Ground Temporary permit Permanent permit
Investment in the national economy From 500,000 AZN From 500,000 AZN
Property in Azerbaijan From 100,000 AZN From 200,000 AZN
Term deposit with a bank operating in Azerbaijan From 100,000 AZN From 200,000 AZN
Government securities (nominal value) From 100,000 AZN From 200,000 AZN
Close relatives who are Azerbaijani citizens Yes Father, mother, spouse, children, brother or sister

The Migration Code also provides other grounds — for example, for highly qualified specialists and for family members of a foreign national with permanent residence in Azerbaijan.

How does permanent residence differ from temporary residence?

  • Term: a temporary permit is generally issued for up to 1 year; a permanent permit for 5 years.
  • Extension: a permanent permit is extended for 5 years with no limit on the number of extensions; the application is filed at least 3 months before expiry.
  • Work: permanent residents do not need a work permit.
  • Thresholds: for property, deposits and securities, permanent residence requires 200,000 AZN or more instead of 100,000 AZN.
  • Time abroad: the permit may be cancelled if, in any year from the date of issue, you spend more than 180 days in total outside the country (with exceptions set by law).

Does buying property give permanent residence automatically?

No. Property worth 200,000 AZN or more is a ground to apply, not an automatic status. Permanent residence also requires 2 years of continuous temporary residence, a complete document package, proof of means and passing the knowledge check. The State Migration Service decides on every application. The same applies to investments, deposits and securities.

— SME: Plan for permanent residence from your very first temporary permit. The 2-year period must be continuous, and the application is due at least 3 months before your temporary permit expires. If your temporary permit is based on property worth 100,000 AZN or more, keep in mind that permanent residence on the same ground requires property worth 200,000 AZN or more.
