Temporary vs Permanent Residence Permit in Azerbaijan

Temporary and permanent residence in Azerbaijan aren’t two separate tracks you choose between at the start — permanent residence is generally something you become eligible for only after holding temporary status for a period of time.

Short answer: A temporary residence permit in Azerbaijan is generally issued for up to one year and renewable, based on grounds such as family, investment, property (from AZN 100,000), or employment. Permanent residence becomes available after at least two years of qualifying temporary residence, generally under higher thresholds (AZN 200,000 for property, deposits, or securities).

What separates temporary from permanent residence?

Temporary residence is the entry point — it’s tied to a specific qualifying ground and has to be renewed periodically. Permanent residence is a later stage, generally available only after at least two years of continuous, qualifying temporary residence, and it comes with its own, generally higher, financial thresholds.

How do the qualifying thresholds compare?

Can you apply directly for permanent residence without holding temporary status first?

Generally, no — permanent residence is built on top of a qualifying period of temporary residence, with limited exceptions defined in the Migration Code.

Does the permit type affect what you can do in Azerbaijan?

Both permit types allow visa-free entry and exit while valid, and confirm registration at a place of residence. The practical difference lies mainly in validity period, renewal requirements, and the underlying qualifying conditions rather than day-to-day rights.
